In recent years, according to the idea of "one industry chain, one leading department, and one working team", Anqing City has implemented the "chain leader system" of the industry chain, set up 10 industry chain teams, and the city leaders act as "chain leaders" to promote the development of the industry. Among them, the modern textile and clothing industry, as Anqing's traditional industry, livelihood industry, competitive industry and pillar industry, is headed by the chairman of the CPPCC Municipal Committee, the vice chairman in charge and the secretary-general, and led by the Municipal Bureau of Economy and Information Technology.

As soon as the industrial chain special class was established, four research groups were formed together with the provincial textile industry association to carry out the "big research" activity of the city's modern textile and clothing industry. According to the survey, gradually improve the work roadmap and schedule, and accelerate the preparation of "one plan and two maps", namely, the textile and clothing industry development plan, industry map, and investment map, so as to follow the map.

At the same time, the industrial chain has established and improved the working mechanism, and effectively promoted the high-quality development of modern textile and clothing industry through the mechanism of "weekly report", "monthly summary" and "centralized office" of key work.

"Last year, the city added 28 enterprises above the designated size of textile and clothing, and the industrial output value above the designated size increased by 13.7% year on year, 11.2 percentage points higher than the provincial average." Give full play to advantages and strengthen services

Investment is the key to accelerating development and projects are the key to expanding investment. According to Zhang Song, the chairman of the CPPCC Municipal Committee and the long chain leader of the modern textile and clothing industry chain, the proportion of traditional industries in the textile and clothing industry is too high, and high-end printing and dyeing, high-end fabrics and other links are "defective", so it is urgent to extend and supplement the chain; There are few leading enterprises and weak radiation driving ability, so it is urgent to introduce upstream and downstream enterprises and leading enterprises in the industrial chain.

Since 2021, Anqing City has made every effort to give play to the unique role of Anqing fellow townspeople in the "double recruitment and double introduction", established a normal communication and docking mechanism with 30 non local Anqing Chambers of Commerce, actively organized various investment promotion activities, and vigorously introduced upstream and downstream supporting enterprises in the industrial chain. Last year, the city signed 50 new projects worth more than 100 million yuan in the textile and clothing industry, with a total investment of 10.876 billion yuan.

After the project is launched, in order to make it flourish as soon as possible, the Anqing CPPCC will give full play to the unique advantages and role of the CPPCC, establish a mechanism for members of the Chairman's Meeting to contact and visit the members of the Committee, and visit the frontline. Last year, Anqing CPPCC went deep into 56 enterprises and collected 68 problem clues; This year, we visited 18 enterprises and collected 24 problems. Anqing CPPCC submitted a special report to the municipal party committee and the municipal government, and many textile and clothing enterprises reported that the problems such as difficult recruitment, rising operating costs, poor logistics and transportation, and low tax and fee reduction were all well solved.

At the same time, Anqing seized the development opportunity of Yangtze River Delta integration and actively promoted cooperation in building textile and clothing demonstration parks and industrial clusters. The high-quality coordinated development of the industrial chain has achieved remarkable results, and a number of distinctive industrial clusters and backbone enterprises above the designated size have emerged in the city. Twelve enterprises in the city were listed among the top 50 textile and garment enterprises in Anhui Province, and Shenzhou Knitting and Huamao Group were the first and second place.

Actively set up a platform to expand influence

The branches of the industry are luxuriant. How can the industrial chain blossom and bear fruit? "The fragrance of wine is also afraid of the depth of the alley. It is also necessary for the healthy development of the industrial chain to let Anqing's modern clothing industry continue to expand its influence." Yang Lin, vice chairman of the CPPCC Municipal Committee and deputy chain leader of the city's modern textile and clothing industry chain, said.

In recent years, Anqing City has actively sought to undertake exhibitions with prominent influence in China and the industry, attract domestic industry experts and key enterprises to participate, and enhance the brand influence of the textile and clothing industry.

On March 22 this year, the 2023 China (Anqing Wangjiang) Modern Textile and Garment Industry Exhibition of "Fashion and Future" was grandly opened in Anqing Convention and Exhibition Center. In the 8000 ㎡ exhibition area, 139 enterprises displayed new products, explored new markets and sought new business opportunities with the help of new windows. 26 new projects with a total investment of 11.636 billion yuan were signed on site. Up to now, there are more than 2000 modern textile and clothing enterprises in the city, with a total output value of 50 billion yuan, including 190 industrial enterprises above designated size, with an output value of 24.3 billion yuan.

"By the end of the 14th Five Year Plan, we will strive to reach the scale of '500 enterprises above designated size and output value of more than 100 billion', and continue to contribute to the CPPCC in helping Anqing's high-quality economic and social development," Zhang Song said.
